32259 is northern St. Johns County — Fruit Cove, Julington Creek Plantation, and a lot of addresses that simply say “St. Johns, FL.” It sits south of Mandarin, along Race Track Road, SR-13, and CR-210, with I-295 and I-95 as the regional exits.
People move here for St. Johns County School District assignment and for a style of living Mandarin does not try to be: amenities, covenants, and (in much of Julington Creek Plantation) a Community Development District.

Who lives here
Households that chose St. Johns County on purpose. Families who want a pool, fields, and a club calendar in the neighborhood. Owners who will live with architectural review in exchange for consistent streets. Buyers who looked at Mandarin’s older houses and decided they wanted newer systems and a planned amenity package instead.
It is not only Julington Creek Plantation. 32259 also includes other subdivisions, river-side pockets along SR-13, and streets that are not inside the CDD. Listing headlines blur those. The tax bill does not.
Why people move here
Schools. St. Johns County School District is the draw that comes up first in almost every relocation call. Names you will hear around this map include Julington Creek Elementary, Durbin Creek Elementary, Fruit Cove Middle, Switzerland Point Middle, Patriot Oaks Academy (K-8, in Durbin Crossing), Creekside High, and Bartram Trail — none of that is your assignment until the district locator says so. Julington Creek Plantation as a place. JCP is a large, mature master plan (built up from the 1990s through buildout in the early 2020s). The Julington Creek Plantation CDD, established in 1994 under Chapter 190, Florida Statutes, is a special-purpose local government. Per the district’s own FAQ: it covers most but not all of Julington Creek Plantation, and all of River Oaks Plantation. Some older JCP neighborhoods voted not to join. If you are outside the CDD, you do not pay that assessment and you do not get members-only recreation unless you buy a Plantation Club membership.
The CDD is responsible for the main recreational facilities and for common grounds along Race Track Road and SR-13. That includes the Plantation Club Recreation Center, Sports Plex, Aquatic Complex, basketball courts, and Plantation Park — confirm current hours and any construction closures on jcpcdd.org before you assume the pool is open.
POA vs. CDD. The Property Owners Association is separate. POA handles covenants, neighborhood entrances, many interior common areas, and architectural review. You can have POA dues, CDD assessments, both, or (on some 32259 streets) neither. Get the resale docs.
The weekly drive. Race Track Road is school, park, and club traffic. SR-13 / San Jose Boulevard is the north-south into Mandarin. CR-210 is the wider connector and retail pull. I-295 is how Jacksonville becomes a commute. Distance to downtown is often described as the mid-teens of miles; time is about when you hit school release and the 210 / 9B / 295 merges. Drive it at your real hour.
Errands. You are not remote. Grocery and daily retail sit on the 210 / Race Track / SR-13 pattern, with larger shopping at Durbin Park and, a beltway hop north, the Southside.
What to know
CDD is a line on the tax bill. It is not “HOA by another name.” It is a public assessment. Amounts are set by dwelling type and by the district’s budget. I am not printing a monthly number here because it varies and it changes. Ask for the current tax bill and the CDD budget for that parcel. The JCP CDD notes that non-CDD owners who want amenities pay a recreational membership; published non-resident rates have lived on the district site — verify current figures there, not on a blog.
HOA / POA. Gated pockets and condos cost more to manage. Covenant enforcement is part of the product. If you want to park a boat, paint a door, or add a fence, read the guidelines first.
Flood and insurance. Creeks, ponds, and drainage easements are part of the plan. Flood is still by address (FEMA). Florida homeowners insurance is a separate quote. Do both on the shortlist.
County line. Cross north into Mandarin and you are in Duval: different schools, different tax collector, different city services. Cross toward Durbin Crossing and Bartram and the nickname changes again. See Bartram / Durbin.
New vs. mature. JCP’s pitch is mature trees and paid-down infrastructure relative to newer CDDs. That is a generalization. Your lot’s remaining bond, if any, is a document question.
How I work 32259
Buyers: we filter by school locator + CDD/HOA stack + commute, then look at houses. Sellers: we price the village you’re in, not “St. Johns County” as a brand.

Is every “Julington Creek” listing inside the CDD?
No. The CDD’s own FAQ says most but not all of JCP is in the district. Confirm on the tax bill and with the district.
Are HOA and CDD the same payment?
No. CDD typically appears with property taxes. POA/HOA is billed by the association. Budget for both if both apply.
Can I use Mandarin as a shortcut to downtown?
Sometimes SR-13 north is the natural run. Sometimes 210 to 9B/I-95 is cleaner. It depends on the address and the clock. We test it; we don’t romanticize it.
