Fleming Island

Fleming Island is not a city and it is not, strictly, an island. It is an unincorporated census-designated place in northeastern Clay County, a peninsula bounded by water and wetlands: the St. Johns River to the east, Doctors Lake to the north, Black Creek to the south, and Swimming Pen Creek to the west. Orange Park’s town limits sit on the northern edge. The ZIP 32003 split off from Orange Park in 2004.

People describe it as quieter than the Blanding corridor and more “finished” than outer Clay. The trade is access: you live on a peninsula, so US-17 and CR-220 do a lot of the work.

Who lives here

Households that picked Clay County schools and wanted the peninsula instead of a Blanding-adjacent street. NAS Jacksonville commuters who will drive US-17 north rather than live on base’s doorstep. Golf and amenity buyers in Eagle Harbor or Fleming Island Plantation. Owners in Pace Island (guard-gated, Doctors Lake). People who want a week that stays close to home — grocery, school, doctors, parks — as long as those two corridors are moving.

It is a bedroom community of Jacksonville in the practical sense: many paychecks are north or east of here. The 2020 Census counted 29,142 residents in the CDP (up from 27,126 in 2010). That is a Census figure, not a sales pitch.

Why people move here

A contained map. Water on several sides is why it feels separate from Orange Park even when you are ten minutes apart. The same geography limits detours when US-17 or CR-220 clog.

Master-planned options, plus streets that aren’t. The names that dominate buyer tours:

Non-HOA / non-CDD houses exist on the island. If that is the point of your search, say so early.

Schools. Clay County District Schools. Fleming Island High School (opened 2003) is the only high school on the island; it does not automatically catch every 32003 address. Elementary and middle names in the conversation include Fleming Island Elementary, Thunderbolt, Lakeside — always the OneClay / CCDS locator. I will not rank high schools here.

Commute. Downtown Jacksonville is often discussed as a ~30-minute run when US-17 and I-295 cooperate. NAS Jacksonville is closer than downtown. Town Center / Southside is a Buckman or beltway problem, not a golf-cart problem. Clay County road projects change the feel; test the drive at the hour you would actually go.

Daily retail. US-17 and Doctors Lake Drive / CR-220 hold the errands. That is convenient until school release hits the same lanes.

What to know

CDD + HOA is the default in the big communities. Factor both into the monthly number. The Plantation CDD’s public description is clear: landowners pay annual assessments collected with the tax bill. Amounts differ by product type. I am not printing a fake average.

US-17 / CR-220 timing. Fleming Island often wins the “simpler home loop” comparison with Orange Park until those two roads seize. Then there are fewer ways around. If you work off-island, this is the whole decision.

Flood and insurance. Peninsula, river, lake, creeks, wetlands. FEMA map by address. Flood insurance is separate from homeowners. Waterfront files need elevation and seawall attention.

Taxes. Clay County millage is not Duval and not St. Johns. Compare tax bills on real parcels, not county folklore.

It is still Clay. Services, schools, and politics are county, not City of Jacksonville. Some buyers only notice that at closing.

How I work Fleming Island

We will not tour Plantation, Eagle Harbor, and a 1980s street as if they were one inventory. Documents first on CDD communities. Commute second if anyone in the house leaves the peninsula five days a week.

No. It is a peninsula / CDP in Clay County, with water and wetlands on most sides. Access still behaves like a limited-entry suburb.

Do I have to pay a CDD?

In Fleming Island Plantation and Eagle Harbor, plan on it unless a specific parcel’s tax bill says otherwise. Other streets may have HOA only or neither. Read the bill.

How does it compare to Julington Creek?

Different county, different school district, different amenity brands. JCP is St. Johns (32259). Fleming Island is Clay (32003). People cross-shop them anyway for “planned community with schools.” We compare the tax bill, the drive, and the school locator — not the pool photos.
